Jira is hosted in Azure and Azure AD is syncing. Yet Jira Ldap can not connect

Azure AD is syncing with no problems.  I have site to site VPN set up and it seems to be up.  Jira and snipeit both can not contact the Ldap server.  Not sure where else to start looking.
