Checking to see if there is away to complete issues at one time in Jira Server - JSM projects. Customer would like to perform these steps within the Queue.

There's a couple of things confusing me in your question. You ask about Jira Server, but labelled your question as cloud premium. And also: you ask about actions to be executed in the queue, but by the customer.
A customer - when you mean that as a user role in JSM - does not have access to queues. You need to be an agent in order to access them and that is the same in cloud and server. So a customer will not be able in any case to complete multiple issues at once from any queue - he/she can only access tickets from the customer portal.
When it comes to completing multiple issues simultaneously, both server and cloud allow you to select multiple issues in a queue and perform bulk actions on them. However, in the latest version of server I have access to, the option to transition issues is not available yet. The screenshot below is from cloud:
As an alternative on server, you can use bulk change to process multiple issues at once. For more details on how that works, see this support article.
