I cannot figure out for the life of me how to create an automation to move an issue containing Harbor to the Harbor Board.  Can someone please assist.  I tried cloning the issue and deleting the original issue.  I tested this and its not working.'

Welcome to the Atlassian community!

Are you working with issues in Team Managed projects or Company Managed projects? To determine this look at the bottom of the navigation panel on the left when you are viewing the project. That is where it will say either company-managed or team-managed.

Can you also confirm if this is a Software or Service or Work Management project? That will be shown at the top of the navigation pane on the left, below the project name.

 

Looking at the issue that has the "Harbor" value and comparing it to issues that are already in the "Harbor Board", do the issue keys have same prefix? i.e. ABC-###

What type of field has the "Harbor" value? Is it a text field? Is it a drop down field where you select the value from a list? What is the name of the field?

 

A board is just a way to view and manipulate issues in 1..n Projects. The issues themselves are in Projects, and the boards select which issues to include based on a Filter.

For a Team Managed project the associated board has an unchangeable filter which selects all issues in the Team Managed project.

For Company Managed projects it is possible to change the Filter used by a board.

If your question concerns issues in Company Managed projects, then we need to see the Filter Query that is used by the "Harbor Board". This would be found by clicking the ... button in the top right corner of the board and select the Board Settings option. Then you would select the General option. Scroll down on the screen to find the Filter Query.

Welcome to the community. 

Is that board a Kanban or a Scrum board?

If it is Kanban, it is sufficient to edit the filter of the board to just select the right issues with harbour.
