We have recently tried to upgrade to Jira Service Management 10.3.0 LTS from 5.9.1.
I have seen that the support for Postgresql 14 is deprecated but it should work.
the scénario that we had in mind was upgrade jira first then Postgres later to go to PG 15.
for more information we are using two nodes for jira and PG pool for database clustering.
after finishing the upgrade we couldn't connect to the old database and jira was trying to create a new one (create a new database for a new instance).
we double checked everything and the issue remained.
finally we did a rollback to the previous version (5.9.1) and did the upgrade to 5.12.16(Latest TLS).
and this time it worked without an issue.
we will try to upgrade to PG15 and see what happens next.

We are initially planning the upgrade at first in our DEV environment. If the tests are successfully after the update, we will do the same in our PROD environment.
I am curious what the support will recommend to you.

We upgraded to 10.3.0 with both PG14 and after that we migrated to PG15 but this happened in our testing instance.
I opened a support ticket to atlassian about the issue that we faced(unable to connect to the existing database) and I'm still trying to discover the root cause of the behaviour.
If you have a testing environment(matching architecture to your production) I propose you start with that and if it works then you can do the upgrade.
I will keep you informed if I get any update from Atlassian regarding this issue.

We're trying to upgrade to v 10.3 with PG12 and jira was trying to create a new DB.

We had no useful information from atlassian side, I recommend that you do one of the following:
In our case this happened only in the production and we were unable to reproduce it in our local test env.
Atlassian would always ask you to provide a zip file but it seems that this is not possible in your case.
so I recommend checking the logs for any useful information (atlassian-jira.log).
