Is there a way to narrow down the list of selectable users from the Watcher list?

Similar to how there is a permission to the assignable user permission of a permission scheme.

Is there a way to limit the selectable user list from the list of Watchers?

We use 1 project in Jira to represent our Service Desk. That is the only project that our customers have access to from the customer portal. For the Assignee field - I know how to only include Jira Agents. But we want to do the same for the Watcher field. Right now - it is everything in Active Directory that are part of our Domain Users security group. Our Jira Agents are part of a second Security group in Active Directory that allows them access as a Jira Agent and blocks our end users from gaining access. So I want to also limit them from being selectable from the Watcher list of an issue. 

Is that possible?
