Is the customer notification ( on or off ) a global setting within the organization? We have a client who said they stopped getting notifications. After some troubleshooting, it was confirmed that notifications were off on all tickets, even though no one remembered turning them off.

you can set customer notifications project wise in Jira Service Management.
You can check which notifications to send under Project Settings -> Customer notifications in each Jira Service Management Project. Its also possible to edit notifications within those settings.

You can also check if normal Jira notifications for Agents still work as there might be a problem with Email Settings under System settings.
