Most of our users are frontline workers and so don't have an email address, but do have access to Teams. I have a workflow figured out where I can raise a ticket for them and then share it with them via Teams, but I can't change the Reporter (because it has to validate) and I don't want it to show that I'm working on a bunch of tickets for myself.

But if they use Teams they must have email addresses, you can turn limit notifications they receive. You register them as customers open issue and edit reporter.
