I would like to have certain users to only view tickets, no need for them to be assigned or to comment on issues. is it possible?

You can create a specific role with limited permission as "browse project" which permit user to view the ticket and add certain users to this role.
To create a new role (in Jira settings) :
Add permission to a role (on project settings)
Otherwise, there is the role : "request participant" that can view, comment on, and receive notifications about the request. By default, he receives the same notifications as the reporter of the request but can turn off these notifications at any time.

Do you also have Jira Software installed? If yes, you can give them a "cheaper" JSW license. If not, you'll need to grant them JSM product access.
Create a project role Viewers and grant only the Browse Project permission to this project role. Then add the designated people to that project role.
