I would like to only display email addresses for users that are in a certain domain to people creating issues in a Service Desk project. Is it possible to filter what suggestions are automatically made when you start typing in the request participants field?
This is when users with access to Jira are creating an issue via the Create button from the UI not from the Customer Portal.

Not aware a feature like this out of the box for the Jira side. For the portal side, there is the option to only share with members within a customer organization.
You may want to look into extension for Jira Service Management add-on to see if there's is that level of granularity.
