Absolutely, but "automate an import" is way too vague for any of us to help here.

Does your target tool support imports?  How?   What do you  want from Jira?  What transports could you use (Rest, csv, json, what does the target support for import).

And so-on.

That's all a bit fussy and specific.  The point though was to get specifics - we need to know what you are trying to do, how the target tool might work, and then try to work out the best route.
