Hi Bryce.  From what I can see on Atlassian's site, the 'Chat for Jira Service Management' is a paid plug in:

If you're referring to the conversational ticketing that is now part of JSM if you have Slack or Teams, (what used to be Halp)  as I understand it, that is now integrated with JSM.
