I am not super familiar with this topic but I believe you are talking about the legacy app "Insight for Jira Cloud" (please correct me if I am wrong).
Now, if my understanding is correct, what you are trying to achieve is not supported out of the box using the Insight automation engine. However, as a workaround, you can instead create an automation rule that sends an Http Request to set an Insight object to an issue field using the Jira Cloud REST API endpoint to create an issue.
