can the email account be a shared mailbox or does it need to be a licensed email account (O365)?

I've seen a lot of issues when anything wrong happens with this redirect - if the shared email has its rules, or people changing configs... etc.
The best scenario is a mail box account, as a shared box can cause there is a redirect to the cloud project email for this to work.
The account itself, could be connected directly to the jira project and easily maintened.
