The new 'Inform Stakeholders' feature in JSM has a 60 character limit for the summary field. Can this character limit be increased in any way? We are hoping to use the incident management features in JSM to handle major incidents, but need more room for a summary based on our format.

No, there's no way to lengthen the summary. It is supposed to be a summary, not a description, and if it were longer, you'd have people complaining that it's getting truncated in their emails and reports.
