Hi @Natalie Franklin! As an alternative, I recommend you to look at the add-on Business Process Manager. It was developed especially for these needs.
Using it you can build your typical process template like onboarding, offboarding, performance review, ext. with all steps that need to be done in this workflow. Each step will automatically create a Jira issue with custom forms after the process started.

You can set up approvals for the steps you require. The approval may be one or more users.
Also, you can set up a dynamic due date, to be sure that the task will be finished in time.
Process blocker allows you to divide your process into separate blocks. Until the tasks before the blocker aren't completed, the following tasks won't be created for the assignee.
Furthermore, you can combine your process starts with Jira Automation and starts the process after the selected trigger.

HI @Natalie Franklin - I am with the team that built an integration app called OnLink. You can use this app to integrate to various HR systems including ADP Workforce Now. If this is still a need, we would love to connect.

There are not any apps in the marketplace that provide this functionality. I know that there are third-party applications like tray.io and others that can be used to connect ADP web services to Jira web services to create an issue. You would need to have some basic technical skills to get this to work. You could also work with your internal IT to see if they wanted to build an app to bring the two applications together.
