We currently have two sites. Thinking of deleting one and recreating the data in the other since its only a small amount of data on one product. Our other site has much more on Confluence and in Jira Software. Will the URL of the deleted site become available if I wanted to use it for the new URL of the remaining site?

Welcome to the Atlassian community.
In order to delete a site you have to cancel all the product subscriptions for the site. When you do that, the products are not deactivated until your next billing date, in case you change your mind and want to reactivate it.
After they are deactivated the data is still retained for a period of time so that you can recover it, if you change your mind.
Once the products have finally been deleted, you then would need to delete the Organization in which the site was created.
So you cannot get the site URL freed up for some period of time using that method.

I can't delete the Organization because we have another site under that Organization that we need to keep. Would the URL for the deleted site become available at any point without deleting the Organization?

I apologize. I assumed since the tag on your post indicating you are using the Free plan was accurate and you had only one site in the Organization.
The URL of the site you remove should eventually become available again after you cancel all the subscriptions for the site and they are finally permanently deleted by Atlassian, without deleting the Organization.

Not immediately following the billing cycle.
The products are deactivated after the billing cycle ends, but the data is held for another period of time just in case you change your mind and want to reactivate and restore the products.

I think I read that the period of time is 15 days? Does that sound right? Or do you think its longer? Will we be notified when the data is permanently deleted?

I believe it depends on whether or not the products were on a Free subscription or a paid subscription.
