I dont get the HTML template for customer notification

Hi everyone. 

I have service management and I created an HTML&CSS notifications template for our customers but for some reason when I try and test it, I the plain text version instead of the html version even though my browser is capable of showing HTML.

I also want to mention that when I click on the 

Send me a test email buttum I do get the HTML version that I created. Its only when I actually comment or do some action on an issue that I dont get the HTML template.

Anything that I can do to fix it?
