Exactly how are you "moving" tickets to another team?

Transitioning them from "inprogress" to another team to handle the ticket.

So, you are changing the issue Status from "In Progress" to another value, and that indicates that another team is responsible for the issue. Is that correct?

If yes, then the basic structure of your Automation rule would be:

TRIGGER: Issue Transitioned
From Status: In Progress
To Status: <the status to which you are setting the issue>
ACTION: Send Email
Set the To, Summary, and Content fields as you wish.
