1. It is not possible to delay the execution of the rules right now. There is an open request for that here, which you can vote for and follow.

2. You should be able to do that as you have shown in your image. Or you should be able to insert HTML code for adding a table also.
3. If the issue is getting created based on another rule firing, then you need to enable this rule to be executed when that happens. Go to the Rule Details option and make sure the box is checked for Allow rule trigger. Then Save and Publish.

Even i tested sending to the single user. Still i did not receive the email.

But did the rule actually fire? Does the audit log for the rule say that it was successful?
