Similar to an agent channel, can I create a request channel in Slack where all tickets submitted via the portal will show up so everyone can have visibility into what people are requesting/asking?
I know you can add request participants but this way whomever is in that channel just has visibility into the requests.
I only see request channel as an option, which only works if you do the /assist command but we want people to submit tickets via the portal and not through Slack. However, if a ticket is created in the portal it would show up in this "request" channel."
Alternatively, we could open the agent channel to be public but it says I don't have permissions likely because usually that is a private channel.

Well, have you considered to use Jira/Slack integration by Automation? So, when your ticket is being created a connection through webhook or REST API can send details of your tickets to this channel.
Differently of Assist, users will not able to see comments synchronized, but probably will help you to solve this situation. This communication will be visible for everyone in the channel and you can use smartvalues to give more details about ticket created.
Yes, we do have that now but we wanted it to look cleaner like how it does in Triage or other request channels. Sounds like it is not doable though using Assist.
