I would like to configure the Status DropDown to show only select Statutes to the customer:

the Dropdown will show all possible statuses from any project the Customer has Requests in.
You can change the available statuses by summarizing multiple Workflow statuses into one Customer Status. You can do that for each Request Type in each project. If you select the config for a Request Type there is a "Workflow status" tab.

You cannot show status drop down in customer portal. Instead Jira will display only the link to different status in customer portal. See the screenshot below for reference.
The 3 transition are shown above as the workflow has transition from
Open --> Investigate
Open --> Pending
Open --> Resolve
To display this, you need to enable "Show transition in the customer portal" in your Jira workflow transition. You need to do this for all required transitions.
