How to automate admin user creation

I want to automate JSM administrative tasks like creation of admin user while logging for the first time in JSM instance, license addition/upgrade, asset-azure integration.
There are REST APIs for other administrative tasks like user/group creation at 

 

Jira 9.11.2 (atlassian.com)
 so are there any REST APIs or any other third party plugin by which this process can be automated?
