I am trying to set up a dashboard where our "customers" are able to view service desk stats.
Is there any way that it can be shared with anyone deemed as a "customer" (when they're actually just the internal company users) whether sharing the dashboard itself or outputting the data to a file that can be read and presented on an external dashboard?

Welcome to the community!
Probably the easiest way to share with your "Customers" is to build go to your "All Dashboards" page and select the dashboard you want to share. Then select "Rename or share dashboard". Under the "Viewers" section, you could add your default customers group, which would require a customer to sign into their customer account to view the dashboard. You could also make it public if information is not proprietary and you don't mind making it accessible to anyone on the internet. Then just grab the URL and share it with your customers.

I've been trying this and the dashboard is public, but the project isn't viewable to the customer so they can't see the data from the dashboard

I'm up for using this however can you confirm if the "users" is referring to the agents i.e. IT Staff that will use the service desk or the customers (out internal users)

Trying to use the Dashboard Hub (which is ideal so thank you for the recommendation)
Every time I load it, it always loads the welcome message, is there a way to stop the welcome message from loading upon every log in?

The welcome message should only pop up at the beginning when you don't have any dashboards yet. Our guess is that you probably bookmarked the "Dashboard Hub Onboarding" page and you're accessing the app from there. Can you kindly check if the URL you bookmarked/are loading ends in ?ac.getStarted=true?

I'm not sure about the "users" question – I didn't say "users".
With Dashboard Hub, external sharing for users without access to your Jira instance (i.e. customers) with public and protected links, and internal sharing with your staff with internal links :)
Additionally, I didn't mention this but it can be helpful for you. Dashboards can be also shared with customers in the JSM Customer Portal, if that's even more convenient!
