How do I set up help center access to be open to ?

Hello! Sorry, not sure what happened. I entered a whole detailed section of what was happening and what I needed. It seems when I entered the image somehow I submitted the ticket. I wonder if I have 2 out there now, one with the details, and one without?
I need assistance with the setup and access of the Jira Service Management help center.
I am trying to set it up so you don't need a Jira account to submit a form through the help center.I based my settings on this article: https://support.atlassian.com/jira-service-management-cloud/docs/set-up-and-manage-help-center-access/
A screenprint of my settings was already attached.
I checked the Internal checkbox and under User access settings I added our domain.
At first I didn't check External but when I didn't check that the checkbox for "Customers can access and send requests from the portal without logging in"  does not show up, so that is why I checked both boxes. 
 
I also had to check "Allow customers to create accounts" so I could check "Customers can access and send requests from the portal without logging in".
 
With these settings, non Jira users are having to create Jira accounts when they use the help center link, which is totally opposite of what we are trying to do. 
 
I would appreciate any insight you can give me on how to give customers access to the help center without logging in.
