How do I create an Organization that benefits both my Agents and internal company customers?

We use Jira Service Management to intake billing and system questions from our suppliers at very high volume, and often times the questions must be addressed not by the Agent, but by another stakeholder within my company (i.e. an invoice approver or a subject-matter expert).  Many stakeholders want to have company-internal commenting available and I thought this might be possible if we set up an Organization for all the employees and direct sub-contractors for our company.

When two people are in the same Organization, can they send private comments only visible to each other, even if one is an Agent and the other is a traditional customer?
