How do I allow anyone to email to a service project

We setup a new service project but are unable to create tickets when an external email address emails to our support email. In the email logs, we get a message saying "Signup is not currently available". 

I'm almost positive there is a way to allow anyone to submit a request through our support email, but cannot find where that is controlled. We do not want to have to manually invite every customer in order for them to be able to email into our support desk.

In order to allow external customers to email you need to allow customers to create their own accounts. Please see Set up an open portal for more information. And in the near future you will also be able to allow it of specific domains, see Choosing the right approach to Customer Management in Jira Service Management.
