I gave an external user the wrong permissions and then suspended their account for accessing our site.
Now when I add them as Service Desk Agents, they aren't added.

Only org admins can restore user access. You can ff this step.
Navigate to admin.atlassian.com and select the organization
Under Directory > Users, search for the user that you are trying to restore. ( Make sure all filters are unselected, there could be chances that the filter is set to show only active users and because of that you might not be able to search for the affected user)
Click on Restore access. The user account will be restored successfully.
