In this specific screenshot, you have a list of tasks. Epic color is a feature specific to Epics and will never be available on other issue types.

To change the Epic color, just open the issue's detail view and click on the coloured square in front of the issue title. You can select the colour of your choice from a list of options there:
As I mentioned before, this only works for Epics, not for other issue types.

The color is displayed on the Jira issue itself (as you can see in my previous screemshot) or on issue cards on a Jira Board, not in a list of search results. I am afraid you are looking for something that isn't there. So I would just recommend you to remove the columns issue color and epic color from those search results list, as it will never be able to show you what you are hoping for.
Based on your previous comment, I also noticed that you are working in Jira Service Management. As Epics are a feature of Jira Software, it is true that you won't be able to create Epics in your project.

You simply have to go to your backlog en clic on Epics on the left side.
You will have a list of your Epics.
By clicking on the triangle (or three red dots), you will be able to change the Epic color.
