I am doing a jira cloud project migration from one site to another for the purposes of saving history of the project and all the tickets we had, but after migration I'd like the project not to be seen/accessed in the portal for anyone.
How do I set it?

Go to Project Settings > Portal settings
Click on the Portal groups tab.
Remove the option for General group.

Just delete it out of all groups so it won't show up on the portal.

In addition to what @John Funk suggested, you can also control project visibility in the Portal UI by the following - Changing Project settings >> Customer Permissions and change the Channel access to "Restricted"
Afterward, project admins can manage the project permission role assignment to lockdown the project access. If users are not called out for the specific project(s), then he/she will not see the project at all from the Portal UI.
