This is what a feature called canned responses is for. Currently you will need to revert to a marketplace app to get it integrated. You can check out the Atlassian Marketplace for potential options.
Atlassian has a canned responses feature planned on the public roadmap for Q4 that may also be worth keeping an eye on.
