How can I access the admin.atlassian portal

I am trying to setup my Domain with SSO but cannot access the Admin Portal.

I am both a Project Admin and an Org Admin but for some reason I'm unable to access the admin.atlassian.com in order to see my directories and to verify my domain.

 

I just get the error " page took too long to respond". Its not blocked by my firewall as my colleague can access the portal. I've also tried from a different network and a different computer.
