if I understand correctly, you want to transfer all data from a Date Picker field into a Date Time Picker field.
There's different ways of doing this;
I haven't done these myself and can't comment on any details, but perhaps someone else can lean in.
Alternatively, if you're open to solutions from the Atlassian Marketplace, this would be easy to do using the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also allows bulk-editing your issue fields via copy/paste, like so:
As you can see above, copy/paste works across issue fields, and even issue fields of different types (like Date Picker and Date Time Picker). You can also copy/paste back and forth between JXL and pretty much any other app, like e.g. Excel or Google Sheets. As you can update any number of issues and fields in one action, you should be done with your work in no time.
I should add that JXL can do much more than the above: From support for configurable issue hierarchies, to issue grouping by any issue field(s), sum-ups, or conditional formatting.

I am part of the Decadis team and, if you are open to using an app, this could be easily done with our post function Update fields from our app JWT for Jira Cloud.
After configuring the post function as needed and executing it during a transition, the value of the Date Picker field would be transferred to the Date Time Picker field.
