Having trouble will Automation in latest version of Jira Service Desk

Hello Jira Community!!  

I have created a  new "request type" based on a newly created form. I now need to create several automation rules based on different conditions. I tried to test a very simple automation rule (please see above). I didn't receive any JQL error messages / syntax errors when creating but the issue was never assigned to the team member entered within the rule.  I'm rather certain this is user error but can't figure it out.
