Global Automation Scope

I migrated our team to Jira Software (cloud) several months ago and everything has been working great so far. I am now testing the Jira Service Management (cloud) solution and am having trouble with global automation. I want to create an bug in a JSW project when an issue is created in a JSM project but only projects created in JSM are shown in the available projects dropdown for events like Create Issue. I've completed the application linking and can manually link tickets between JSM and JSW without a problem. I just cannot setup global automation to access a project in JSW. Any help would be greatly appreciated!

If you have Browse access you should see the projects. Here is a quick example...
