What is the Best Gadget to track a team's performance, based on ticket completion per interval? For example if a team of three people with a capacity of 40hrs per week for each individual (120 hrs in total), how do I track the performance of the team on gadgets for a project of 240hrs if all members of the team work at full capacity?

If you are open for a mktplace solution, we have couple of apps which can help you plan the capacity and track the team performance/velocity as well.
The app allows to store the capacity for individual users and save as templates. which can be mapped to a project / fix version to track the allocation and remaining time per user. Do try it out.

With add-on, you will easily create any dashboard by customizable configurations. Here are some of report that our customers often you for track the performance of the team on gadgets:
1. How much time ticket was in status:
2. How many times ticket is moved from Testing to To-Do when bugs are created:
status changed from "Testing" to "To Do" AND issuetype = bug
3. How many times ticket is moved from UAT to To-Do when bugs are created using JQL:
status changed from "status name" to "To Do" AND issuetype = bug
4. How much time spent per assignee.
5. How many bugs per sprint and how many bugs are recorded per assignee.
sprint = <Sprint ID or Sprint Name> AND issuetype = "Bug" ordered by created DESC
All add-on reports are available in this gadget by Issue List or Chart View.
For multiple assignees we have User Groups. To create it just:
As a result, you'll get one column with summed data from your previously selected columns.
Also for Scrum team we are also offering Sprint Report feature. With the Workload section you can check whether the work is proportionally distributed in the team.

I want to offer you another perspective. In order to track your teams performance it might be useful to track and measure some common metrics such as Cycle Time, Issue Age, Resolution Time etc.
I would suggest that you read my article on these metrics if you are unfamiliar with the concept.

If you are okey using these metrics for performance tracking. I would recommend using a third-party app, as there is no built-in solution in JIRA for this. My recommendation is Timepiece (formerly Time in Status) app, the oldest and leading Time in Status app in Atlassian Marketplace, which is built by my team at OBSS. It is available for both Jira Cloud, and Data Center.
Timepiece mainly allows you to see how much time each issue spent on each status and on each assignee/group/team.
Timepiece offers two report types for your case:
The first one is Assignee Duration per Status report which shows how much time each assignee spent on each Status.
The second one is Group Duration per Status report which shows how much time each Group/Team spent on each Status.
For both of the reports you can combine the time for multiple statuses to obtain metrics according to your specifications, such as Cycle Time, Issue Age, Response Time etc. Also, you can calculate averages and sums of those durations grouped by the issue fields you select. All these options can provide both calculated data tables and charts.

And the app has a REST API so you can get the reports from Jira UI or via REST. Also you can export the reports in to various formats easily.

No specific settings. You should be able to select the board in the gadget settings by typing its name. Try also by entering the entire board name in double quotes.
