In summary, if i want to embed a widget i have to setup an open portal. However there are 4 level of access in a portal. Can i choose any of the 4? Or i have to explicitly set to "open-access" to use the widget.

Welcome to the community,
Yes you have to set the explicit options for Set up an open portal, to allow you portal to be open for anyone.
The other access options will not work, if you want to use the JSM widget.
