Email address is updated but the emails sent are still sent to the old email

One of our customers has updated the email address, the updated email is shown in the Account information section as well, but the user still receives the email on the old email address. 

The user is also unable to change the email address to the old one now.

On the rights of delirium - in the database in the table there are 2 address fields, only one may have changed.
Check table - CWD_USER, fields LOWER_EMAIL_ADDRESS and EMAIL_ADDRESS

 

PS. User in Jira catalog or external LDAP or Crowd or some other?

The user is a customer, he is in a customer channel created for all the customers of the organization.

All customers user records with emails in table CWD_USER if you has Jira catalog for store it (not LDAP example)

You tried remove and recreate user?
