Download a file from a request type's portal view

Hello,

What is the process to store an Excel file within Jira Service Management (Data Center) and create a link to it from within the request type's description section, so that a user can click the link from the portal view of the request type, and it can downloaded to the user's computer?

in my opinion it would be a better idea to store this file on a separate server e.g. webserver or a file sharing service like Dropbox / Google Drive / ...
