I need to know this for possibly working with Jira.

Yes, Jira Service Management can have CI's (in a CMDB) but only on Premium (and Enteprise)
The module/product they use for this is called Assets (formerly Insight)

JSM is a product to help you resolve customer requests and therefor does not support CI/CD. You can however, link the issues to Jira Software which does. Of course, you can have different automations to help you with the triggering of certain functionality.
In order to help you with this, we need more information on what it is that you want to achieve.

How are you linking to the Configuration Items? Are you planning on using the Assets tool inside JSM? If so, then yes. See Dirk's note above.
