Disable or limit requests

We have an approval process wherein a request can only be processed if the requestor does not have "In Progress" or "Pending" or basically any requests opened before she/he can create a new one.

What I thought of is to check the requestor's name first and check if she/he has a ticket with any Open state. But I can't seem to build this in the available automations. There's only an if/else that checks specific fields but I can't see a process/query to combine a name of a user to their ticket status 

Can anyone help?
