I deleted 2 test changes hence why my new ITSM Change Management interface starts with the number 3.

I realise now I should have left these in to show that they were just tests.

Can I bring them back into my portal?

Do you mean to restore 2 service projects? 

If so check out this KB: https://support.atlassian.com/jira-service-management-cloud/docs/trash-and-restore-a-project/

Do note that once a project is deleted from the trash, it is permanent. 

If you mean issues, you can't restore issues that have been deleted.

The short answer is no, you cannot restore deleted issues unless you have a backup of them. Once you delete an issue/request, they are not available anymore.
