No, SLA's can be configured using JQL filters. Which means anything you can search for can be used as a basis for your SLA setup. In this example, priorities are being used:
If you want to set up SLA's for services, my key recommendation would be to design the requirements wisely, so you don't need to maintain dozens of different JQL filters.
