Welcome to the Atlassian Community!

Not on Cloud, you have no access to the database.  On server/DC, you could ask your admins, but I would still not recommend that you do this. 

Atlassian databases are a nightmare for almost every thing you might want to do with them, certainly for reporting.  It's the worst possible way you could work with Jira data for reporting.

With Enterprise though, you do have access to the data-lake, which still isn't as simple as it could be, but does make some sense.  If you don't want to go to Enterprise, then you will need to start looking at apps or REST API integrations.
