We're looking to create a group for managers in our company to review open issues. They don't need to work on them like users/agents, only read them.
Is there a way to do this without adding them as users/agents?

Are these managers Jira users who you want to provide further access to for Jira Service Desk? Or non-users you want to be able to see issues?

If these are existing Jira users, you can provide collaborator access to them - see:

If these are users without any licensed access, then it's not possible to provide access without a licence - unless you provide them anonymous access. This would make your site publicly available though to anyone with the URL.
If you want a manager to login and see issues, they need to have a licensed account.
