Creating a linked ticket on the portal

I'm creating a feedback hub of sorts where user will create ticket and link that ticket to an existing ticket they want to provide feedback to.

I've added Linked Issues on the Request Screen and I can see it during creation. But, anything I put into it is not save. I think it's because issue links are two parts. The relationship and the actual ticket.

Is there a way to go around this? I would like the ticket to be linked when the reporter is requesting for it not editing the ticket after it has been created.
