Creating a filter but cannot see complete list of reporters

Hello. I have a user that is trying to create their own filter but when they select Reporters as filter criteria, they do not get a list in the dropdown.

Can your clarify your ask with more details?  (i.e. creating their own filter from where? (portal UI?), Does the "user" mean one of your customers? )

A user/agent on our Jira Cloud service desk. When she chooses Filters > View All Filters and then selects Create Filter. When she selects the option to filter on Reporter, she doesn't see the list of available reporters.

In order for her to see the complete list of reporters, I had to grant her Jira-Admin rights.
