Creating Jira ticket from slack channel - users don't have permissions

Hi! I have a request to create a button in a slack channel that channel members can click on to create a Jira ticket in the associated service project. I tried using a slack workflow linking the step "create an issue" via Jira cloud but on the step where it's asking if the Atlassian account should be the person using the workflow - (I don't want to use mine as default) - the slack members receive an error that they don't have the right permissions. I would assume that the "right permissions" would be at the level of Jira service project customer - but one of the users is actually a service desk agent and he get the error. He does not have a Jira software license (and I don't want everyone to have to have that) - is that the issue?

ALSO - if anyone can suggest a cleaner way for creating Jira service desk tickets from a slack channel for normal humns - I would be so grateful 🫶 thanks!
