We'd like to create a basic customer support portal where anyone can submit a request. Now the portal requires a username and password.

I simply don't find the option "Configuration" for JSM.
To allow login-free access for your whole instance:
Go to Administration > Applications.
Under Jira Service Management, select Configuration.

That's not Jira admin, it's site admin. You need to configure this in Jira.
