Me gustaria limitar que solo los tecnicos puedan abrir tickets por email y obligar al resto de usurios a que utilicen la web para abrirn un ticket a tecnología

You can configure the Manage allowlist to control which domain the sender are coming from, thus only if the sender domain matches, then the email request will be processed. Otherwise, they will be rejected.
From your service project, go to Project settings > Email requests.
Select More (..)> Manage allowlist.
Select + Add domain name.
Enter the domain name (do not include @).
Select Save ().

Conocía esta opción pero no quiero permitir un dominio completo solo unas pocas direcciones de correo electrónico de ese dominio
