Currently, we are using the Jira service management Free plan, we want to change the plan to the Standard plan with an annual commitment with 10 seats. On the billing page, there has been written "Contact support for annual billing" like below:
What are the steps to change the plan from Free to Standard (Annuall with 10 seats)?
That would be the correct step to take - contacting the sales team as they can assist with setting up your billing profile and invoicing.

Via the link you screenshot there. That will take you to their contact site and you want to go through the sales & billing route.
